US-Jordan Free Trade Agreement |

|
The US-Jordan Free Trade Agreement (FTA) was signed on October 24, 2000. It will take effect as America's third free trade agreement, and the first one with an Arab state.
Overview of The Jordan Free Trade Agreement
The Free Trade Agreement is the capstone of growing U.S.-Jordanian collaboration in economic relations, which began with close bilateral cooperation on Jordan's accession to the World Trade Organization (WTO) and was followed by the conclusion of a trade and investment agreement and a bilateral treaty. The Free Trade Agreement serves as an example for neighbor countries of the benefits of peace and economic reform.
Major Areas of Contents
The Free Trade Agreement has seven major sections as follow:
The first area is the tariff elimination. This Free Trade Agreement will eliminate tariffs on all virtually trade between the two countries within 10 years by four stages. Those tariffs of less than 20 percent will be terminated within 5 years, other tariffs that are more than 20 percent will also be terminated within 10 years.
The second area is service sector. Jordan has already enjoyed nearly complete access to the U.S. services market in recent years. The Free Trade Agreement will open the Jordanian services market to U.S. companies. Specific liberalization has been achieved in many key sectors, including educational, financial and health service sectors.
Then, here comes the intellectual property right. These provisions incorporate the most up-to-date international standards for copyright protection, these provisions also include guidelines for protection of copyrighted works in a digital network environment and protect exclusive right for the creators' work available online.
Follow the intellectual property rights, here comes the electronic commerce. For the first time in a free trade agreement, Jordan and the U.S. have been mutually-committed to promoting a liberalized trade environment for electronic commerce. This action would encourage investment in new technologies and stimulate the innovative uses of networks to deliver products and services. Both countries agreed to avoid imposing customs duties on electronic transmissions, imposing unnecessary barriers to market access for digitized products, and impeding the ability to deliver services through electronic means.
Next area concerned is the labor provision. For the first time in a U.S. trade agreement, rather than in a side agreement, the US-Jordan Free Trade Agreement includes in the body of the agreement about key provisions that reconfirm that free trade and the protection of the rights of workers can go hand in hand.
The countries also reaffirmed their beliefs that it is inappropriate to lower standards to encourage trade, and agreed in principle to strive for improvement in labor standards. Each side agreed to enforce existing labor laws and to settle disagreements on these laws by a dispute settlement process.
Also, the environmental provisions are also concerned in this Free Trade Agreement. Again, for the first time in the body of a free trade agreement, the US-Jordan Free Trade Agreement includes a separate set of provisions about the environment. Specifically, each country agreed to avoid relaxing environmental laws to encourage trade. The United States and Jordan affirmed their beliefs in the principle of sustainable development, and agreed to strive to maintain high levels of environmental protection and to improve their environmental laws. Each side also agreed to a provision on effective enforcement of its environmental laws, and to settle disagreements on these laws by a dispute settlement process. Both countries are conducting environmental reviews, which were extremely useful in developing some of the provisions of the agreement. The United States and Jordan also agreed on an environmental cooperation initiative, which establishes a U.S.-Jordanian Joint Forum on Environmental Technical Cooperation for ongoing discussion of environmental priorities and related issues. Finally, the Free Trade Agreement includes a"win/win" initiative -- an initiative that is good for both business and the environment by eliminating tariffs on a number of environmental goods and technologies and liberalizing Jordanian restrictions on certain environmental services.
Last but not least, consultation and dispute settlement is also an area concerned. The United States considers most questions on the interpretation of the agreement should be settled by either informal or formal contacts. The Free Trade Agreement provides dispute settlement panels to issue legal interpretations of the Free Trade Agreement, this process includes strong provisions on transparency.
Impacts and Future Development
This agreement is the capstone of the economic partnership between U.S. and Jordan. This treaty also has broadened political significance. It is a powerful example to Jordan's neighbors in the Middle East that there are great benefits to peace, and is a vote of confidence in Jordan's economic reform program, which should serve as a source of growth and opportunity for Jordanians in the coming years.
The US-Jordan Free Trade Agreement achieves significant and extensive liberalization across trade issues. It will eliminate all tariff and non-tariff barriers to bilateral trade in virtually all industrial goods and agricultural products within ten years. This will certainly increase the trade flow between US and Jordan.
The Free Trade Agreement is the first trade agreement to include substantive provisions addressing electronic commerce, a step that should help advance a global free trade agenda in a sector critical to American high technology and multimedia companies. Both countries agreed to seek to avoid imposing customs duties on electronic transmissions, imposing unnecessary barriers to market access for digitized products, and impeding the ability to deliver services through electronic means. These provisions will encourage investment in new technologies and stimulate the innovative uses of networks to deliver products and services. The agreement will significantly liberalize bilateral trade in services across a wide range of electronic services sectors.
The Free Trade Agreement's provisions on intellectual property rights (IPR) build on the strong IPR commitments Jordan made in acceding to the WTO. The Free Trade Agreement incorporates the most up-to-date international standards for copyright protection and stepped-up commitments on enforcement. This will help the creators to be more confident about the trade of their digital products as their interests will not be trampling by those who utilize the loopholes of intellectual property rights' law to make profits.
The agreement also contains trade-related environmental and labor provisions. These provisions will not require either country to adopt any new labor or environmental laws, and each country retains the right to set its own labor and environmental standards and to change those standards. As part of the agreement, the two countries affirm the importance of not waiving or derogating from their labor or environmental laws in order to encourage trade. This commitment will play an important role in improvement the working environment for both countries' labor.
The US-Jordan Free Trade Agreement places a premium on cooperative resolution of disputes. The Governments of the United States and Jordan exchanged letters in July 2001 acknowledging that few, if any, differences are expected to arise in how we interpret this Agreement, given the strong and cooperative relations between our countries. In the very unlikely event that differences arise, the Governments agreed in the letters that they expect to resolve such situations through consultations and other cooperative means, rather than through formal dispute settlement procedures.
The Jordan Free Trade Agreement creates a multi-step, transparent dispute settlement process. Any dispute that cannot be resolved through consultation may be referred to a panel of independent experts for a non-binding opinion. If a dispute cannot be settled after panel proceedings are completed, the Free Trade Agreement authorizes the affected party to take any appropriate and commensurate measure, without specifying the form that this action should take. This process can help to ensure the efficiency and transparency of this free trade agreement. |

Beginning with an explanation of NAFTA's investment provisions, part one discusses the politics and economics of the agreement. Part two assesses NAFTA's impact on foreign investment in the United States, Canada, and Mexico. Part three includes case studies of the energy and forest products sectors, offering a detailed discussion of how multinational enterprises might redirect their strategic planning efforts in light of NAFTA. The final section considers NAFTA's impact on North American foreign investment from Asian and Latin American sources.
Concluding that NAFTA will create a strong regional trading block in which "insider" firms will benefit at the expense of Asian and European outsiders, the authors predict that the agreement will cause few adverse effects for Canadian and U.S. industries. They concur that NAFTA will affect Mexico more than its northern neighbors, and they emphasize that while Mexico will enjoy accelerated growth as a result of the agreement, it will also face greater adjustment costs.

About this book:
The largest trading partner for the United States is Canada. There is three times as much trade between the two North American countries as there is between the United States and Japan. About 25% of all U.S. exports go to Canada and nearly 80% of Canada's exports are to the United States. In addition, these two countries account for the largest two way flows of foreign direct investment in the world. The world's most bilateral trade agreement was negotiated between 1986 and 1988. On January 2, 1988, President Ronald Reagan and Prime Minister Brian Mulroney signed the Canada-U.S. Free Trade Agreement, which was later ratified by both governments and became effective January 1, 1989. The author's background research for the Canadian negotiators of the treaty was the catalyst for this economic and managerial study about the nature of two way trade and investment. This book captures many key policies and business issues, especially the nature of foreign direct investment by both home and host country multinationals.

The reasons for forming magreb, that is the Arabic Union of Magreb (UMA) have been analyzed in this paper. The primary reason why UMA was founded as late as 1989 were the events in Iran and the world economic crisis which was particularly reflected on raw materials, oil and gas. In that period a powerful interest for interdependence was awakened and numerous centripetal forces, the linking tissue, directed the other factors to a common goal--mutual coexistence. The obvious limiting factor in the Arabic Union of Magreb are the relations between Algeria and Marocco which is the integrative basis of Magreb, and Libya with its special position in the process.

The authors also appraise the CEFTA-5 countries' attractiveness to international companies seeking expansion into the region. They conclude that in spite of its limited significance as an integration grouping, the CEFTA-5 should attract exporters and foreign attention due to its members' relatively successful transformation to a market economy, strong economic performance, favorable investment conditions, and the planned inclusion of the Czech Republic, Hungary, Poland and Slovenia into the European Union (EU). |

This article describes the almost ten-years long history of Czech foreign trade in the broader context of economic transition. Dividing the history into two different parts (1991 to 1996 and since 1997 beyond) the paper tries to evaluate not only the results in the period mentioned, but also to assess the roots and causes, both external and internal. Besides shortcomings there were a number of positive achievements, expecially in the first period (rapid reorientation, stable terms of trade etc.) which, however, turned sour especially due to neglecting huge and rising trade balance deficits. The situation exploded by the spring time of 1997 and the measures taken (austrety “packages”) have appeared only partially succesful so far. The world economy with its regional and financial turbulences and shakes of 1997/1999 made the situation even worse. Despite all negative factors the Czech trade balance improved partially in the period 1997 to 1999. |

The authors assess the more advanced transition countries economic performance, stability and progress toward economic reforms. These countries are the Czech Republic, Hungary, Poland, Slovakia and Slovenia -- members of the Central European Free Trade Agreement, or CEFTA, the integration grouping that now also includes Romania (excluded from the study). The authors also appraise the CEFTA-5 countries' attractiveness to international companies seeking expansion into the region. They conclude that in spite of its limited significance as an integration grouping, the CEFTA-5 should attract exporters and foreign attention due to its members' relatively successful transformation to a market economy, strong economic performance, favorable investment conditions, and the planned inclusion of the Czech Republic, Hungary, Poland and Slovenia into the European Union (EU). |

This article describes the almost ten-years long history of Czech foreign trade in the broader context of economic transition. Dividing the history into two different parts (1991 to 1996 and since 1997 beyond) the paper tries to evaluate not only the results in the period mentioned, but also to assess the roots and causes, both external and internal. Besides shortcomings there were a number of positive achievements, expecially in the first period (rapid reorientation, stable terms of trade etc.) which, however, turned sour especially due to neglecting huge and rising trade balance deficits. The situation exploded by the spring time of 1997 and the measures taken (austrety “packages”) have appeared only partially succesful so far. The world economy with its regional and financial turbulences and shakes of 1997/1999 made the situation even worse. Despite all negative factors the Czech trade balance improved partially in the period 1997 to 1999. |

It discusses EU and Mexican trade policy as well as the multilateral context for FTAs. In addition, using a disaggregated approach at the three digit level of the Standard international Trade Classification, it identifies the commodities that will be particularly affected by the FTA. The results show that considerable trade effects can be expected for a narrow range of products. Whereas the EU is likely to gain a lot more from trade creation and diversion effects, Mexico could improve its position as a location for foreign direct investment, as European companies could better use Mexico as an entry point into US and Canadian markets. |

About this book:
The largest trading partner for the United States is Canada. There is three times as much trade between the two North American countries as there is between the United States and Japan. About 25% of all U.S. exports go to Canada and nearly 80% of Canada's exports are to the United States. In addition, these two countries account for the largest two way flows of foreign direct investment in the world. The world's most bilateral trade agreement was negotiated between 1986 and 1988. On January 2, 1988, President Ronald Reagan and Prime Minister Brian Mulroney signed the Canada-U.S. Free Trade Agreement, which was later ratified by both governments and became effective January 1, 1989. The author's background research for the Canadian negotiators of the treaty was the catalyst for this economic and managerial study about the nature of two way trade and investment. This book captures many key policies and business issues, especially the nature of foreign direct investment by both home and host country multinationals.

This paper deals with the effects of European integration in the EC and EFTA on economic growth. Base regressions suggest that EC and EFTA memberships do in fact have a positive and significant effect on economic growth, and that there is no significant difference between EC and EFTA membership. This result is not completely robust with respect to changes in the set of control variables and to measurement errors. Nonetheless, the results suggest
that regional integration may not only affect resource allocation, but also long-run growth rates.
A number of tests are also conducted to ascertain that the EC/EFTA variable is not primarily a proxy for the effect of economic development. In addition, the authors explore possible indirect effects of regional integration. |

They conclude that in spite of its limited significance as an integration grouping, the CEFTA-5 should attract exporters and foreign attention due to its members' relatively successful transformation to a market economy, strong economic performance, favorable investment conditions, and the planned inclusion of the Czech Republic, Hungary, Poland and Slovenia into the European Union (EU). |

This article describes the almost ten-years long history of Czech foreign trade in the broader context of economic transition. Dividing the history into two different parts (1991 to 1996 and since 1997 beyond) the paper tries to evaluate not only the results in the period mentioned, but also to assess the roots and causes, both external and internal. Besides shortcomings there were a number of positive achievements, expecially in the first period (rapid reorientation, stable terms of trade etc.) which, however, turned sour especially due to neglecting huge and rising trade balance deficits. The situation exploded by the spring time of 1997 and the measures taken (austrety “packages”) have appeared only partially succesful so far. The world economy with its regional and financial turbulences and shakes of 1997/1999 made the situation even worse. Despite all negative factors the Czech trade balance improved partially in the period 1997 to 1999. |
