Purchasing Power Parity Estimates for Canada and Implications for Volume Comparisons |

Interest in purchasing power parities comes from policy, analytical and private sector uses and from the widespread recognition that official market exchange rates are inadequate tools for purposes of comparing price levels among countries. Governments and international agencies are increasingly interested in the rankings of countries in terms of their output for purposes of international comparisons. Academic and private sector interests continue to explore alternative measures for comparison, and such direct uses as assessing the relative costs of setting up a business in different countries, or legal and insurance settlements in different currencies. A number of PPP measures have been calculated, from which are derived different results for inter-country price levels and the reciprocal volume or real comparisons. PPPs as inter-country deflators are preferable to the exchange rate based comparisons on both conceptual and empirical grounds. The paper focuses on differences in the Canada/US comparisons using the multilateral and bilateral studies of the OECD-EUROSTAT PURCHASING Power Parity Programme, and touches on the results obtained through the much broader-based World PENN Tables.

Section III addresses the possible confrontations that both countries will encounter against each other due to their participation in APEC. Section IV suggests areas of their prospective cooperation on the basis of their common interests and values in APEC. The final section concludes the good and bad in the development of bilateral ties between Taiwan and Canada under the APEC multilateral forum.

The European Free Trade Association (EFTA) was established in 1960, under the Stockholm Convention. During the course of its history, EFTA has comprised the following members: the United Kingdom, Denmark, Portugal, Sweden, Finland, Austria, Norway, Switzerland, Iceland and Liechtenstein. After the last enlargement of the EU on January 1, 1995, EFTA is now made up of Norway, Switzerland, Iceland and Liechtenstein. Norway, Iceland and Liechtenstein are members of the European Economic Area (EEA), as well as members of EFTA.
EFTA's headquarters are in Geneva. It has offices in Brussels to administer the EFTA-EU agreement. Its main institution is the Council, made up of one representative of each member state. The Council can exercise its powers at the level either of Ministers or officials. The Council also constitutes the body for dispute settlement between Members. The work of trade policy, customs administration and budget, etc. is handled by committees which report to the Council. EFTA was established as a pragmatic organization whose main purpose was to operate a free trade area among its Members. Over the years EFTA countries have developed close cooperation in areas of technical regulations, standards and the reciprocal recognition of tests and inspections.

The purpose of the development aid program, managed mainly by the Canadian International Development Agency (CIDA), is to support sustainable development in the developing countries in order to reduce poverty and make the world more secure, more equitable and more prosperous. With this in mind, Canadian ODA focuses the available resources on six priority areas: meeting basic human needs; women's participation in the sustainable development of their societies; infrastructure services; human rights, democracy and good government; development of the private sector; and environmental protection.
