productivity to higher–productivity activities (generally more capital–intensive and also
often more skill–intensive). The expansion of skilled labour supply that accompanies rising
per capita incomes is both cause and effect of this shift in skills demand. Over long periods,
if skills supply and demand grow apace, skill premia would show little secular change;
over shorter periods, however, inevitable lags may show up as growing or shrinking premia. |

The homepage for Carving Out, the online counterpart to the ABC.net radio program of the same name, seems to camouflage its wealth of information behind graphics of swimming fish, circling sharks, and jumping turtles. However, Carving Out provides an excellent introduction to development issues in the Pacific, including countries such as Fiji, Tonga, Paupa New Guinea, and the Marshall Islands. Beginning with basic maps of the region, which cover the islands as well as sea areas, users may click on the links on the top and bottom of the maps and stats section to learn more about each country's language, colonial history, environmental concerns, and nuclear test sites. Clicking on More Detailed Info will take users to charts with more in-depth information on these issues. The Issues section covers topics including economics, urbanization and migration, governance, aid, and environment with articles and papers from a variety of scholars and sources. The site also contains transcripts from the radio program. While Carving Out can be confusing to navigate, it serves as a wonderful beginning resource for those interested in a basic education about development issues in the Pacific. |

This paper analyses high-frequency responses of the US yield curve to Macroeconomic announcements, exploiting the high signal-to-noise ratios of these events. Surprises in the announcements evoke relatively weak reactions from the short maturities and the strong ones from the intermediate maturities. Thus the term structure of announcement effects is hump-shaped. It fits an affine-yield model to the yield changes, using the announcement surprises as instruments for the Generalised Method of Moments (GMM). The model estimates imply that the announcements impose larger shocks on an expected future target interest rate than on the current short-term interest rate and that different types of announcements generate different expectations about this target rate, how rapidly it will be approached, and how long it will be maintained. |

This paper provides a quantitative framework for choosing the composition of reserve currencies. Assuming that the central bank's performance objectives are defined in terms of ex post returns in different currency numeraires, the currency allocation problem is formulated as a multi-objective optimisation problem. The advantage of the proposed methodology is that it does not require any explicit assumptions about the risk preferences of the central bank or knowledge of the currency numeraire. Using some proxy values for the possible range of ex post returns measured in different currency numeraires, the study shows how the currency allocation problem can be solved. |
