The North American Free Trade Agreement (NAFTA) entered into force in Canada, the United States and Mexico on January 1, 1994. This paper was written by A. James Meigs. Mexico gave exchange rate pegging a thorough test between 1988 and 1994. Pegging failed to deliver the expected benefits. Instead, it made achievement of price stability and sustained economic growth more difficult. If Mexico had adopted market-determined exchange rates instead of pegged rates, he believes there would have been no Mexican peso crisis in 1994-95. The European Free Trade Association (EFTA) was established in 1960, under the Stockholm Convention. During the course of its history, EFTA has comprised the following members: the United Kingdom, Denmark, Portugal, Sweden, Finland, Austria, Norway, Switzerland, Iceland and Liechtenstein. After the last enlargement of the EU on January 1, 1995, EFTA is now made up of Norway, Switzerland, Iceland and Liechtenstein. Norway, Iceland and Liechtenstein are members of the European Economic Area (EEA), as well as members of EFTA.
EFTA's headquarters are in Geneva. It has offices in Brussels to administer the EFTA-EU agreement. Its main institution is the Council, made up of one representative of each member state. The Council can exercise its powers at the level either of Ministers or officials. The Council also constitutes the body for dispute settlement between Members. The work of trade policy, customs administration and budget, etc. is handled by committees which report to the Council. EFTA was established as a pragmatic organization whose main purpose was to operate a free trade area among its Members. Over the years EFTA countries have developed close cooperation in areas of technical regulations, standards and the reciprocal recognition of tests and inspections.
